A police constable named Kumaresan, who is dedicated to his job, faces a moral dilemma when his department launches a harsh campaign to apprehend a local activist known as Vaathiyar, whose real name is Permual.
Vaathiyar is fighting against those attempting to use the land for mining purposes. In the end, Kumaresan arrests Permual trying to solve the villager's misery as they were locked in a room, tortured, and raped, believing that it will resolve the issues.
